This is really a question of being specific or not and the would specify.

  • Most young people do not smoke nowadays
    Most of the young people I know do not smoke

Look at these three sentences. Which is correct?

  • In order to get a driver's license in most states, you must be at least sixteen
  • In order to get a driver's license in most of states, you must be at least sixteen.
  • In order to get a driver's license in most of the states, you must be at least sixteen.

The first is the usual,; the second is grammatically incorrect; the 3rd is fine, but will usually appear only if some particular states are being referred to.
